Copilate not responding when asked by MaslowBot follow-up questions. EG #1097 and #1101

Is it still doing it or did it start responding again?
Usually when it’s acting up when it used to work it means that github is having some sort of outage and often it will fix itself when they are done doing maintenance or whatever they were working on

I asked Copilot to fix it and it says it’s fixed now so…maybe it’s fixed?

MaslowBot was relaying pull request follow-up requests to a stale Copilot handle… , so Copilot never engaged on those comments. This updates the relay path to target the current handle and keeps the workflow/docs aligned.
- **Workflow routing**
- Change the relay comment target from `@copilot-swe-agent` to `@copilot`
- Keep existing build-request suppression intact so `please build` / `/build` comments still go through the compile workflow
- **Duplicate suppression**
- Treat both `@copilot` and legacy `@copilot-swe-agent` mentions as already-routed comments
- Use a single case-insensitive match so the guard works consistently across comment variations
- **Documentation sync**
- Update the relay workflow README to reflect the current mention target and duplicate-skip behavior
