Is there a way to restart a cut where my bit broke with Ground Control?

Yes. I believe the correct procedure is to use the < button to jump back to the previous z movement that lifted the bit out of the wood. When you press the start button the router will move to that point, which is not exactly were you left off but gets you going on the right track.
