I saw you posted in another topic asking about CamBam. CamBam should have the option to create dogbones, it called corner overcut.
A few free options other than Fusion360 would be Easel

Freecad Path Workbench has a GRBL post processor and path dressup options include dogbone and tags, (aka: tabs, breaks).
